Landlords must install and maintain a working dead bolt on each main swinging entry door of a rental unit. Locked, the bolt must extend at least 13/16 of an inch past the strike edge into the doorjamb; existing dead bolts of at least half an inch still count (Civil Code 1941.3). - The dead bolt rule does not apply to horizontal sliding doors.
- Landlords must install and maintain working window security or locking devices on windows designed to open; louvered and casement windows and windows more than 12 feet up or 6 feet out from the ground or a platform are excluded.
- In multifamily buildings, exterior doors to common areas with access to units need locking mechanisms that meet fire and safety codes.
- Tenants must tell the landlord about a broken dead bolt or window lock, and the landlord is liable only if it fails to fix the problem within a reasonable time after notice.
