A licensed locksmith may duplicate any key for a residence, business or personal property from another key, with exceptions. It may not duplicate a key stamped "Do Not Duplicate" or "Unlawful To Duplicate" that carries the originator's company name and phone number, or a restricted or high security key with the originator's name and phone or registration number (B&P 6980.54). Someone who only duplicates existing keys is not a locksmith under BSIS rules and does not need a BSIS license. (source: Bureau of Security and Investigative Services) (source: Bureau of Security and Investigative Services)
